The report finds that the risk of post-earthquake conflagration in urban California is very significant, and that the crucial need for post-earthquake firefighting water supply is falling through a gap. It takes past natural disasters such as the 1995 Hanshin (Kobe) and 2011 Eastern Japan Earthquakes and Fires as case studies to address this issue.
