The earthquake and tsunami of March 11, 2011 devastated an entire region and left scars on the people and land that are only beginning to heal. Reconstruction plans are a part of that healing process, but in one area a plan to build a huge concrete dike on the coast was suddenly adopted without consulting local residents. Professor Toru Takanarita reports on anger over the plan and discusses alternatives, including one he had helped create for the Prime Minister.
