The pits are close to trenches where highly contaminated water has accumulated. TEPCO officials said there was a possibility that the water from the trenches had overflowed into the pits.
They said they did not think the radioactive water had spilled into the nearby ocean.
About 500 tons of water was found in the pit of the No. 2 reactor, while about 600 tons was discovered at the No. 3 reactor pit.
Radioactive concentrations for cesium were 16,200 becquerels per cubic centimeter near the No. 2 reactor and 860 becquerels near the No. 3 reactor.
