Wochi Kochi Magazine is a web magazine, run by the Japan Foundation for disseminating information about Japanese culture. This article is written by founder of NPO Second Hand, recalling her experiences during emergency relief operations after the 1995 Great Hanshin Earthquake in Kobe, and thinking of how best to use those experiences to provide assistance for disaster recovery in 2011.
