Wochi Kochi Magazine is a web magazine, run by the Japan Foundation for disseminating information about Japanese culture. This article is written by a researcher at the Department of Political Science, Tashkent State Institute of Oriental Studies, Uzbekistan, from the perspective of a foreigner who was living in Japan and volunteered after 3/11. He talks of what the international community could learn from Japan's experience.
