The 3.11 disaster brought about a surge of volunteerism in Japan, as did the Kobe earthquake in 1995. But even though public attitudes are changing, the law and formal attitudes tend to lag. However, a law that passed June 22, 2011 will significantly ease the process for non-profits to receive favorable tax status.
