TOKYO -- Immediately after the massive earthquake and tsunami of March 11, 2011, struck Japan's northeast Tohoku region, Shinjiro Koizumi was on the road to help. Arriving in Ofunato, Iwate Prefecture, in the middle of the night, Koizumi -- son of popular former Prime Minister Junichiro Koizumi -- found a ravaged city enveloped in darkness.
