There are few things more frustrating for a journalist than depending for access to a story on the goodwill of government officials whose dominant instinct is to withhold information. It took nearly two years, until December 2012, for me to finally get a first-hand glimpse of the nuclear site at Fukushima, and then only for a tightly-scripted trip for the media. The occasion was an official visit by Prime Minister Shinzo Abe.
