SENDAI -- Some of those who lost their homes to the giant tsunami on March 11 aren't able to live at evacuation shelters because of family members who need special care or other reasons, and out of necessity, they have rented apartments for their families. However, these people are not receiving as much support from the government as those in shelters, which one expert says shows a lack of flexibility in the disaster relief law.
