2016年11月21日から12月22日までの間、福井赤十字病院の福田清美看護係長が活動に取り組みました。
お話を伺った方の中に震災で別々に避難した家族のご夫婦が5年ぶりに一緒に暮らし始めたことを聞きました。5年の間にお互い生活スタイルができていたため、一緒に生活をしてみると意見が合わず口喧嘩になると話されていました。しかし、最後には「この生活に慣れていきたい」と前向きな言葉を聞くことができ、問題を解決するよう努力している姿をみることができました。
2017年3月11日には避難指示が解除される予定があり、生活環境が整った地域への帰還が可能となりますが、震災前と同水準の行政サービスや生活様式の確立や除染にどれくらいかかるのかなど課題は多く、町民の帰還には時間がかかります。行政・町・町民が協働して復興に向けてかかわっていくことの大切さと、地域コミュニティへの参加や行政のサービスや支援がうけられるような環境を整え情報を提供することが必要だと福田看護係長は語りました。
Ms. Kiyomi Fukuda, a deputy director of nursing at the Fukui Red Cross Hospital, was involved in the program from November 21, 2016 to December 22, 2016.
Ms. Fukuda visited a couple who started living together again for the first time in five years after living separately due to the evacuation. They found that they sometimes disagreed with each other and argued because they had established separate lifestyles during the five years. However, at the end of the interview with Ms. Fukuda, the wife said something positive: "I want to get used to this life." Ms. Fukuda felt the wife was making efforts to solve their problems.
On March 11, 2017, the evacuation order is expected to be lifted. This will allow the evacuees to return to some areas of the town where the living environment has been prepared. However, there are still many challenges such as the length of time until re-starting the administrative services in the same level as before the earthquake and re-establishing the evacuees' lifestyles and the length of time for the decontamination. Due to these challenges, the actual returning to the town will take time. Ms. Fukuda says that it is going to be important for the public authorities, the Namie Municipal Government and the people of Namie Town to cooperate and collaborate for the recovery of the town.
