When the Fukushima Daiichi Nuclear Power Plant accident (Fukushima Daiichi accident) occurred, the Japanese Red Cross Society (JRCS) did not have any clear code of conduct for relief activities during a nuclear disaster and also lacked necessary equipment and materials to secure the safety of its relief team members. This forced the JRCS to temporarily leave the affected area soon after the Fukushima Daiichi accident. From Nagaoka Red Cross Hospital and Japanese Red Cross Nagahama Hospital, relief teams were also dispatched to Fukushima and had to make an agonizing decision against their mission.
