東日本大震災に際して、日本赤十字社では救護班を被災地に送るなどの支援活動を展開したが、放射線下における救護活動について十分な準備と行動基準がなかったため、福島第一原発事故によって福島県内での救護活動に一時的な制約を生じた。その教訓から原子力災害における赤十字活動のガイドライン作りに取り組むこととし、その過程で得られた知見を内外に発信するため、「赤十字原子力災害情報センター デジタルアーカイブ」を構築した。本稿では福島第一原発事故後の対応からアーカイブ構築に至るまでの経緯、アーカイブの機能や特徴、収録されている情報の概要、そして今後の取り組みや課題について述べている。
Immediately after the Great East Japan Earthquake and Tsunami,the Japanese Red Cross Society deployed its medical relief teams to affected areas.There were,however,a number of instances in which our activities and ability to get help to the affected people in the nuclear-contaminated areas were constrained due to radiation,especially during the initial response phase.Against this background,the Society established Red Cross Nuclear Disaster Resource Center to develop and disseminate Guidelines for nuclear disaster preparedness, response for Red Cross movement.Also the Society developed the Digital Archives to submit these knowledge and information which are gathered during the Center’s activities.This article describes these background and features of the Digital Archives.
