第2班は、3月15日に福島県に向けて出発しました。移動中に、政府の避難指示などの情報から「当救護班は50㎞圏内に入らない」ことを確認しました。
16日に福島県支部に到着、福島高校での救護活動の要請を受けました。その後、山形県支部救護班による空間線量率の計測結果の報告を確認、長浜赤十字病院災害対策本部と協議の結果、救護活動を行わずに新潟県支部に戻ることが決定されました。第2班は出発前のレクチャーで、「空間線量20μSv/h、積算被ばく量1mSvを基準とする」と指示されており、活動予定の避難所はその数値を超えていました。

This content is about an excerpt from Chapter 3 of a report of relief activities during the Great East Japan Earthquake and Tsunami conducted by the Japanese Red Cross Nagahama Hospital. This excerpt is about relief activities conducted by the hospital's second relief team.
The team left Nagahama for Fukushima on March 15, 2011. While traveling to the affected area, they confirmed that the relief team must not go into any place within the 50km area from the Fukushima Daiichi Nuclear Power Plant from information on the evacuation order issued by the Japanese government.
On March 16, the relief team arrived at the JRC Fukushima Chapter and was requested to provide relief activities at Fukushima High School. Then the team confirmed a report on the air radiation doses measured by a relief team from the JRC Yamagata Chapter. The team from Nagahama consulted with their hospital's headquarters of disaster control about what the team should do. As a result, it was decided to travel back to the JRC Niigata Chapter without providing relief activities. Before departing from their hospital, the second relief team had been instructed that their safety standard levels during their relief activities should be 20μSv/h for air radiation dose and 1mSv for each team member's accumulated radiation dose. The radiation level at an evacuation center where they were about to provide relief activities was above these levels.
