第3回関係国会議では、3名の外部の方に基調講演をいただきました。
政策研究大学院大学客員教授の黒川清氏からは、現在、世界で起こっていることについてや、国会事故調の報告をもとにして福島第一原発事故で起こったことについてご解説いただき、期待される赤十字の役割について言及していただきました。
ICRP（国際放射線防護委員会）の伴信彦氏からは、放射線被ばく状況下での管理基準についてご説明いただくとともに、原発事故後に福島県にて開催されている対話型セミナーの紹介を通して、被災者にとっての復旧とは何かについてお話いただきました。
IAEA（国際原子力機関）のPat Kenny氏からは、IAEAがIEC（事故・緊急センター）を通じて調整を行っている原子力・放射線緊急事態への国際的な対応体制についてお話いただきました。
The JRCS invited three guest speakers for the keynote presentations of the third Reference Group Meeting on Nuclear & Radiological Emergency Preparedness.
Dr. Kiyoshi Kurokawa, Adjunct Professor of National Graduate Institute for Policy Studies, gave a speech about what is currently happening in the world and what happened during the Fukushima Daiichi Nuclear Power Plant accident based on the report by The National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission and then referred to roles expected to the Red Cross.
Dr. Nobuhiko Ban from the ICRP (International Commission on Radiation Protection) explained levels for managing and controlling exposures to radiation, and talked about what the recovery means for the people affected by the accident by referring to the ICRP Dialog Seminar which has been held in Fukushima since the nuclear accident.
Mr. Pat Kenny from the IAEA (International Atomic Energy Agency) gave a presentation about the international arrangements for response to nuclear and radiological emergencies which are coordinated by the IEC (Incident and Emergency Centre) of the IAEA.
