1986年4月26日にチェルノブイリ原子力発電所の爆発が発生し、ウクライナ、ベラルーシ、ロシアの住民が影響を受けました。1990年に国際赤十字・赤新月社連盟と被災国の赤十字社は、チェルノブイリ人道支援プログラム（CHARP）を立ち上げ、2012年まで被災者を支援する活動を行ってきました。
ここでは、CHARPの取り組みについてレビューを行うに至った背景や目的、レビューの方法について説明しています。

English Description
On April 26, 1986, the Chernobyl Nuclear Power Plant in Ukraine exploded. This accident affected residents in Ukraine, Belarus and Russia. In 1990, the International Federation of Red Cross and Red Crescent Societies and Red Cross Societies of affected countries launched Chernobyl Humanitarian Assistance and Rehabilitation Programme (CHARP) and provided assistance activities for the affected people until 2012.
This part includes the background for the CHARP review, the purpose and objectives and methodology.
