2015年3月30日、日本赤十字社は「原子力災害における救護活動ガイドライン」を制定しました。
本ガイドラインでは、原子力災害における幅広い活動を念頭に、策定の背景、目的、対象範囲や活動時の留意事項を明らかにするとともに、「事前対策フェーズ」、「応急対応フェーズ」、「復旧・復興対応フェーズ」に分け、福島での経験を踏まえ、それぞれの活動について記述しています。
このガイドラインを専門家以外の方にも理解していただけるよう、解説資料を作成しました。
これは、2015年3月作成版ガイドラインの解説資料です。なお、本ガイドラインは2016年3月に改訂版が発行されましたので、これに合わせて解説資料も改訂版が作成されました。
On March 30, 2015, the JRCS enacted the "Nuclear Disaster Guidelines for Preparedness, Response and Recovery". With a broad range of activities during a nuclear disaster in mind, the guidelines state the background, the purpose, the scope and the considerations during activities. The guidelines also categorize the phases into "Preparedness", "Response" and "Recovery". Based on the JRCS experience during the disaster in Fukushima, the activities in each phase are described. The annotations were prepared to help non-specialists of radiation to understand the guidelines.
This is the annotations created for 2015 March version of the Guidelines. Since the Guidelines were revised in March 2016, the annotations were also revised accordingly.
