ECHO(欧州共同体人道援助局)は、1997年12月1日から1998年5月31日までの間の、CHARPとの新しい契約を承認しました。CHARPは1990年にスタートし、医学的スクリーニング、医療支援、健康に関する情報、心理社会的支援を提供しています。1994年からECHOは、CHARPの重要な資金提供者です。他の主要な資金提供者としては、デンマーク、フランス、日本、オランダ、英国の各赤十字社です。
新しいアクションプランが、1996年に開催された国際チェルノブイリワークショップで採択されました。新しいプランによると、MDL（移動検査室）による医学的スクリーニングでは、子どもの甲状腺がんの早期検出が優先されます。
ECHO (European Community Humanitalian Office) approved the new contract with CHARP covering the period from 1997/12/1 to 1998/5/31. CHARP, launched in 1990, provides medical screening, medical assistance, health related information and psycho-social support. Since 1994, ECHO has been the main donor of the programme. Other important donors are RC Societies of Denmark, France, Japan, Netherlands and UK.
In 1996 the new Plan of Action was adopted by the International Chernobyl Workshop. According to the new plan the early detection of thyroid cancer in children is the priority for the medical screening by MDLs.
