第3回目となる原子力災害対策関係国赤十字社会議は、世界16カ国から参加者が集まり被災地である福島県で開催されました。原子力・放射線災害における事前対策および応急対応ガイドラインなどについて議論することを目的としています。会議の初日の基調講演には、政策研究大学院大学客員教授の黒川清氏に「不確実性の時代 - 変化の原則」と題してお話をいただきました。

The Third Reference Group Meeting on Nuclear & Radiological Emergency Preparedness was joined by 16 National Societies and held in Fukushima, the affected area. The objective of the meeting was to discuss preparedness for nuclear and radiological emergencies and the IFRC guidelines. Dr. Kiyoshi Kuwokawa, Adjunct Professor of National Graduate Institute for Policy Studies. He gave a speech entitled "Uncertain Times -Changing Principles-".
