移動診療所（MDL)は、甲状腺がんの検診のみならず、必要に応じて他の病気の診断と治療を継続した。プログラムでは、甲状腺がんの早期発見のため、現地にて細針を使った生検に徐々に取り組んでいる。
マネージメントに関しては、各国赤十字社がそれぞれの日々のプログラムの実行に関して責任を持つ。キエフを拠点にしているプログラムコーディネーターは、全体のマネージメントを行う。連盟は調整、国際社会への代表そして提唱に重点を置く。
さらに連盟は、ICRIN(チェルノブイリに関する研究および情報の国際ネットワーク)の運営委員会のメンバーとして、イニシャチブ管理に参加する。
MDLs (Mobile Diagnostic Laboratories) continued focusing on the screening for thyroid cancer as well as diagnosis and treatment of ailments when necessary. The programme was gradually addressing a fine-needle biopsy on site for the early detection of thyroid cancer.
As for the Management, the National Societies were to be responsible for overall day-to-day running of the programme. The programme coordinator based in Kiev was to carry out overall management. The Federation was to focused on coordination, and international representation and advocacy.
Through the membership of the ICRIN (International Chernobyl Research and Information Network) steering committee, the Federation was to participate in governing the network's initiatives.
