プログラムは資金難に直面していた。IFRCは必要な資金を集めるために素早い対応をしたが、予算の70％の資金しか確保できなかった。IFRCは2010年以降の資金確保を引き続き行う。
国際チェルノブイリ調整委員会(ICCC)は2016までのチェルノブイリ人道支援プログラム（CHARP）の新しい取組み方針を承認した。これは国連のチェルノブイリ行動計画に則ったものである。新しい取り組みは、それぞれの政府や各赤十字社が資金やスタッフの確保などの点で、2010年以降徐々により多くの役割を担っていくことを想定していた。しかし、世界的な経済危機がこの状況の改善を阻んだ。
The programme were facing the lack of funding. The IFRC undertook quick efforts in seeking necessary funds, but still the programme budget was covered only by 70 per cent. The IFRC was to continue to seek funds for 2010 and later period.
ICCC (International Chernobyl Co-ordination Committee) approved a new CHARP (Chernobyl Humanitarian Assistance and Rehabilitation Programme) strategy for the period till 2016 to conform with UN Plan of Action on Chernobyl. This new strategy envisaged that the local governments and National Societies would gradually take more responsibility in terms of financing and staffing starting from 2010. However the global economic crisis hindered the improvement of this situation.
