プログラムの主な制約は資金不足であった。特に2010年の1月から3月まではチェルノブイリ人道支援プログラム（CHARP）に対して全く支援はなかった。
2010年の後半は、CHARPの20周年を迎える。IFRCは既にCHARPを通して得た経験をか分析し始めている。
9月に開催される国際チェルノブイリ調整委員会(ICCC)会議では、プログラムの維持するための課題について議論される。国際社会からの支援を結集する方法、どのようにして地域からの支援を増加させるか、どのようにしてプログラムを政府の医療制度に徐々に移管していくかなどが話し合われる。
The main constraint for programme was lack of funding. In particular from January to March there was no response to CHARP (Chernobyl Humanitarian Assistance and Rehabilitation Programme) plan for 2010.
In the second half of 2010 CHARP was approaching its 20 years jubilee. IFRC had already started an analysis of the experiences through CHARP.
In ICCC (International Chernobyl Co-ordination Committee) meeting in September, the issues of programme sustainability would be discussed, ways to mobilize support internationally, how to increase local input and how to gradually hand over the programme to the governmental health care system.
