東日本大震災での教訓を踏まえた、日本赤十字社の原子力災害対応能力強化に向けた取り組みを紹介している。 原子力発電所の事故が発生した際、福島県に展開していた救護班が一時的に撤退せざるを得なかったことの経験を踏まえ、原子力災害時の対応についてのマニュアルの作成、全国の92カ所の病院に救護班の講習会への参加などを通して、安全を確認した上で避難者救護を行うところまでの体制は確立できた。今後はさらに次のレベルについて検討していく。
福島原子力発電所事故での経験や教訓を活かすため、原子力災害情報センターを設立した。また、原子力災害に対する備えも進めている。これらは海外の赤十字などから寄せられた海外救援金で行われている。
The video introduces how the JRCS is trying to enhance the ability to respond to nuclear disasters based on lessons that they learned from the Great East Japan Earthquake and Tsunami. When the Fukushima Daiichi Nuclear Power Plant accident occurred, the JRCS relief teams deployed in Fukushima were forced to withdraw temporarily. From that experience, the JRCS prepared “Manual for Relief Activities under Nuclear Disasters” and provided nuclear disaster training workshops for relief team members of 92 Japanese Red Cross hospitals across the nation. Through these actions taken, the JRCS was able to establish a system to conduct relief activities during a nuclear disaster while the safety of JRCS relief team members is being confirmed. The JRCS will continue to work on the next level action.
In order to make use of the experiences and lessons from the nuclear power plant accident, the JRCS established the Red Cross Nuclear Disaster Resource Center. Furthermore, it is working on preparedness for nuclear disasters. These activities are funded by international donations from the Red Cross and Red Crescent Societies and others around the world.
