東日本大震災の際、長浜赤十字病院で災害対策本部の対応にあたった職員からの寄稿です。
災害対策本部の役割で最も重要な項目は「情報収集」です。当院は震災直後に災害対策本部を立ち上げましたが、今回のようにインフラが寸断され、インターネットや携帯電話が通じない災害現場に対しては、災害対策本部が情報を集約して、精度の高い情報を現場に伝達する必要があります。相馬市に派遣した救護第1班の状況はメールで把握できましたが、被災地では各救護班間の横の連携ができていない様子でした。このため、次班、次々班の出動をなかなか決められず、第1班に負担をかけてしまいました。災害対策本部の役割の重要性と、決断力の大切さを感じました。

"The most important role of the HDC was to gather information. Our hospital set up the HDC right after the outset of the earthquake. However, the infrastructure in the affected area was completely disrupted during the disaster and the Internet access and mobile phones were disconnected there. In such a case, we had to gather and compile information and convey as much accurate information as possible to the relief teams in the field. We were able to figure out the situation of our first relief team dispatched to Soma City. However, it seemed that there was the lack of collaboration among the relief teams in the field. That situation prevented us from making a quick decision on mobilization of our second and third relief teams, and this imposed a burden on our first relief team. This experience made me realize the importance of the role and decision-making capabilities of the HDC."
