チェルノブイリ人道支援プログラム（CHARP）の提案書は、汚染地域の住民に対する支援を拡大するため1996年に修正された。計画では、(1)子供の甲状腺がんの診断能力を年間9万人に増加、(2)粉ミルクと総合ビタミン剤の子供たちへの配布、(3)汚染地域の住民に対する心理社会的支援の導入、(4)3台の新しい移動診療所（MDL)の追加、が盛り込まれた。
修正提案では、すでに寄付された793,000スイスフランを含め、トータルで3,280,000スイスフランの資金が必要である。3赤十字社(ウクライナ、ベラルーシ、ロシア）はMDLの50％の運用費用を負担することが期待されている。
CHARP (Chernobyl Humanitarian Assistance and Rehabilitation Programme) Appeal was revised in 1996 to expand the activities to assist populations living in contaminated areas. The plan was; (1) expanding screening of thyroid cancer in children to 90,000 per year, (2) distributing milk powder and multivitamins to children, (3) introducing psycho-social programme, (4) adding 3 new MDLs (Mobile Diagnostic Laboratories).
The revised appeal sought total CHF 3,280,000 including 793,000 which had been already contributed to date. The three National Societies (Ukrainian, Belarus and Russian Federation) were expected to contribute 50% of running cost of MDLs.
