チェルノブイリ人道支援プログラム（CHARP）は以下のような行動計画を策定した。
医療活動：9万人診断の目標を確実にする。MDLスタッフに対するワークショップを開催する。
心理社会的支援（PSS)：PSSの職務を既に訓練を受けた訪問看護師や移動診療所(MDL)スタッフの中に含める。心理的応急処置や災害への対処方法に関するハンドブックを作成した。ベラルーシとウクライナにおいては、支援活動や患者の診断が既に行われている。ロシアではトレーナーを育てることを行っている。
この支援プログラムは国際チェルノブイリ調整委員会(ICCC)がコーディネートする。また連盟の代表者と各赤十字社からなるワーキンググループがプログラムの評価を行い、ICCCに報告する。
CHARP (Chernobyl Humanitarian Assistance and Rehabilitation Programme) made plan of action as follows;
Medical Service: Ensure to reach the target of 90,000 people screened. Held workshops for MDL (Mobile Diagnostic Laboratory) staff.
Psycho-Social Support (PSS): Integrating PSS duties into trained visiting nurses and MDL staff. Made handbook on psychological first aid and coping with disaster. In Belarus and Ukraine, supporting people and screening patients were in place. In Russia, training Trainers.
The programme was to be co-ordinated by ICCC (International Chernobyl Co-ordination Committee). Working Group consisting of the Federation's Delegate and National Societies was to evaluate programme and report to ICCC.
