チェルノブイリ人道支援プログラム（CHARP）は、甲状腺検査を中心とした検診数を増やすことと、住民に対する心理社会的支援の改善と拡大に注力してきた。子供たちに対する総合ビタミン剤と、甲状腺の症状に対するレボチロキシン薬剤の提供はCHARPの重要な活動に一つである。
しかし、支援プログラムは厳しい資金難に直面している。CHARPの現在の規模の活動を維持するためには、おおよそ毎年1,500,000スイスフランの資金が必要である。欧州共同体人道援助事務所（ECHO)は自身の規則のため、資金提供を停止しなければならなかった。ドイツ赤十字社は、資金提供者たちを集めて状況を話し合う、緊急会議を主催することを了承した。
CHARP (Chernobyl Humanitarian Assistance and Rehabilitation Programme) emphasized on increasing the number of medical check-ups, with a focus on thyroid gland examinations, and improving and expanding psycho-social assistance to the population. The provision of multivitamins for children and levothyroxine medicaments for people with thyroid gland pathologies was a important part of CHARP activities.
However, the programme is facing a severe shortage of fund. CHARP required about 1,500,000 CHF per year to maintain the scale of activities. ECHO (European Community Humanitarian aid Office) had to stop funding due to their internal regulation. German RC agreed to host an urgent meeting of donors to discuss the situation.
