チェルノブイリ人道支援プログラム（CHARP）のスペシャリストたちは、11年間の活動を通して他に代えがたい、実用的な専門知識を蓄積してきた。この専門知識は、もし同様の支援の必要性がある場合には、連盟や関係する赤十字・赤新月社などを通して利用することが可能である。
2003年の目標は、事故で影響を受けた住民に対して、医学的・社会的・心理的支援を効率良く提供することである。期待される成果は、(1)9万人に対する甲状腺検査、(2)1万5千人に対する放射線からくるストレスや不安を和らげるためのこころのケア支援、1万人の子供たちへの総合ビタミン剤の配布、(4)各赤十字社が訓練され、設備を備えた医療診断車(MDL)チームを持つことである。
CHARP (Chernobyl Humanitarian Assistance and Rehabilitation Programme) specialists had accumulated unique practical expertise through 11 years activities. This expertise is available through the International Federation and the relevant National Societies to others, if faced with similar needs.
The objectives of the programme in 2003 were to provide effective medical, social and psychological assistance to the population affected by the accident. The expected results were; (1) Screenings of thyroid gland for a total 90,000 people, (2) Psychological support to reduce stress and anxiety linked to the radiation for a total of 15,000 people. (3) Supplies of multivitamin for 10,000 children, (4) National Societies having trained and equipped MDL (Mobile Diagnostic Laboratory) team.
