The lessons learned from the Great East Japan Earthquake are reported in Part 1, Volume 2, Chapter 1 of the White Paper on Disaster Prevention (2012) by the Cabinet Office. The report was organized based on the content of the expert research committee of the Central Disaster Management Council and the reports of the Investigative commission in each ministry and agency. The contents are as follows (1) lessons learned on the basic concept of damage assumptions and disaster countermeasures, (2) lessons learned on the ability to respond quickly to wide-area, large-scale disasters, (3) lessons learned on support for disaster victims, (4) lessons learned on damage caused by seismic motions and tsunamis, and (5) summary of lessons learned.
内閣府による防災白書（2012）の第1部、第2編、第1章に、東日本大震災の教訓が報告されている。中央防災会議の専門調査会，各府省庁に設置された検討会の報告書の内容を基に整理された。内容は次に示す通り。（1）災害の想定及び災害対策の基本的考え方に関する教訓、（2）広域で大規模な災害への即応力に関する教訓、（3）被災者支援等に関する教訓、（4）地震動や津波による被害に関する教訓、（5）教訓のまとめ（http://www.bousai.go.jp/kaigirep/hakusho/h24/bousai2012/html/honbun/1b_2h_1s_00_05.htm）。
