Japan had a history of blocking or slowing foreign rescue teams in case of disaster. However, the Tohoku earthquake, Tsunami and Fukushima crises forced Japan to shift from its previous policy of denying outside offers of support. Instead Japan request and accept international aid on a significantly broad scale.
