The Independent Investigation Commission on the Fukushima Daiichi Nuclear Accident, a politically neutral panel established by the Rebuild Japan Initiative Foundation, reviewed the emergency responses taken by the Tokyo Electric Power Company (TEPCO), Japanese government agencies and other relevant actors during the crisis.
