Tsunehisa Katsumata, who served as president and chairman of Tokyo Electric Power Company (now TEPCO Holdings), died on 21 October at the aged of 84.

Katsumata was the chief executive at the time of the Fukushima Daiichi nuclear accident in March 2011, but stepped down as chairman in June 2012 after being criticised by victims of the accident for his insincere response.

He was indicted on charges of professional negligence resulting in death and injury. He was acquitted at the first and second trial, and the designated lawyers acting as prosecutors appealed to the Supreme Court, which was still in the process of hearing the case at the time of his death.

Yoshiharu Monma, 67, from Okuma, said: ‘It is unforgivable that he continued to say in court that he was not responsible for the accident, even though he was the main person responsible for causing it. As a subcontractor for TEPCO, I have watched former Chairman Katsumata since he was a managing director, but he was called ‘razor’ and ‘emperor’ within the company, and no one could stop him’.
