東日本大震災発生後、救援・救護活動が行われ、次の段階は復旧・復興に向けた取り組みが始り、中長期で専任的に取り組むリーダー的人材が圧倒的に不足することが明らかです。また、現地の細かなニーズに対応する専門性を有する組織を支援・育成していくことも求められる。そこで、NPO法人ETIC.はこのような認識にもとづき、震災復興リーダー支援プロジェクトを立ち上げた。
