Officials of a city in northern South Korea had collected 5 million won (about $4,560) for victims of the March 11, 2011 disasters in Japan. However, the officials instead used the money for a scholarship because of a history row tied to Japanese textbook issue on the subject of the disputed islets, known as Dokdo in South Korean and Takeshima in Japan.
