Tokyo Electric Power Co. workers and government nuclear agency officials entered the No. 1 reactor building early Monday May 9, 2011 as part of preparations to start full-scale work to create a stable system to cool the damaged fuel inside. Radiation readings in the building are as high as 700 millisieverts per hour, which means workers need shielding to proceed with critical repairs.
