When the earthquake and tsunami struck Japan on 11 March everyone’s immediate instinct was to want to help. For the British Embassy in Tokyo that meant checking that British nationals were safe and helping them return to the UK, if that was what they wanted: most didn’t, and preferred to stay in an area they had come to think of as home.
