気仙沼市本吉町小泉地区は東日本大震災の津波により518世帯、1,810人の内、266世帯が流出・全壊、42世帯が半壊・浸水となり被害率は60％となった。若い世代の力と先輩方の英知を合わせ集団移転をめざし、復興のモデルケースとなれるような新しいまちづくりを始めている。
