TOKYO (Kyodo) -- The government and the ruling Democratic Party of Japan are mulling securing some 1.5 trillion yen ($17.6 billion) to restore infrastructure in the areas affected by the March 11 earthquake and tsunami as they are compiling the first special budget to finance reconstruction work, party lawmakers said Friday.
