The Center was originally designed to serve as the emergency shelter. However, the building, located in a low-lying area of the city, was devastated by the tsunami, resulting in the tragic loss of over 30 residents' lives. A courageous actions of the female announcer, Miki Endo, who, without hesitation, called out and steadfastly remained in the broadcasting room until sacrificing her life as the tsunami approached.
12 years later, some families advocating for demolition and others proposing preservation as a tribute to heroic deeds and reminder. This dispute reflects the community's resonance with disaster memory and the existence of diverse viewpoints . After the discussion, community have decided to preserve the ruins for 20 years and leaving room for future discussions.
