<p>Description of linked video from NHK, which follows the work of Chinese national Xu Quanyi in Fukushima post-March 2011: "Xu Quanyi sees it as his mission to promote the charm of Fukushima. Sharing his stories is how he counters the stigma Fukushima continues to suffer following the 2011 disaster."</p><p>Here, the distinction between the civilian and state is re-emphasized: despite historical tensions between the two nations, individual leaders within the two countries were willing to step up and do the work to rebuild the Sino-Japanese fishery trade. In doing so, they further a key aspect of the 1972 normalization treaty: cooperation through the expansion and strengthening of the joint fishery trade.</p>
